南非第2大城開普敦連續3年乾旱,是全球第一個遭逢「零供水日」威脅的都會區;對照南台灣也可能在一個月內無水可用,加上酷暑動輒引發缺電危機,凸顯氣候變遷將原本取之不盡的天然資源推向稀缺(scarcity)的窘境。
