到底該不該「廢死」？6國老外告訴你：各國人對「死刑」的看法是...

編按：2014年5月「鄭傑捷運隨機殺人」事件除了讓民眾對加害人氣憤不已外、內心更是對社會氣氛感到失望與不安；兩年後的今天，3月28日一起「內湖女童斷頭案」，更讓「死刑」議題再次被大家討論。關於「死刑」是否該存在，各國人怎麼看？

有些人會覺得「死刑」是必須的，有些人必須要勒死
Some people think death penalty is a must. Some have to be hanged.

有些人覺得「死刑」是不必須的！因為他們需要憐憫
Some people think death penalty is not neccessary! Because they need mercy.

1.義大利

In Italy, there is no death penalty,
義大利沒有死刑

but there are a lot of people think that death penalty is fair.
但不少人認為死刑是公平的

2.法國

In France, there is no death penalty.
在法國沒有死刑

I think death penalty is not neccessary. It’s my opinion, because, if someone did crime really really bad.
我個人覺得死刑不必要，因為如果他犯的罪很重大

Maybe death penalty is too easy, too fast.
也許死刑太快就結束了！

Maybe it’s better to put him in jail forever, and to let him suffer.
也許讓他在牢裡蹲一輩子的煎熬才比較好

3.巴拿馬

Well, I think that death penalty is not like a good method.
我不覺得死刑是個好方法

If there is no such method as death penalty,
但是如果沒有死刑

there will be a lot of bad people outside and they can do whatever they want.
那就沒有什麼可以約束壞人去做傷天害理的事了

4.美國

Obviously the death penalty is a very very sensitive subject.
「死刑」很顯然是個很敏感的話題

But in the United States, depending on what State you go to, everybody has their own individual laws and policies.
在美國，不同州都有不同的法律和規定

So a lot of States that don’t actually have the death penalty,
那些沒有死刑的州

they’ll filled up their prisons with criminals who maybe are mass murderers, they can stay in prisons for a very long time.
監獄有可能都被一些罪大惡極的罪犯給塞滿了，他們還可以住很久

And the tax payer continues to pay their meals and to pay their housing, and everything that’s involved.
然後納稅人還要花錢供他們的食衣住行

So that creates whole different problem.
所以那又製造出另外的問題

Whereas the States that do have death penalty,
相較於其他有死刑的州

Once those crimes are committed and the person is convicted to those crimes, then that’s IT. There is no more cost.
只要犯人認罪被叛死刑，那執行完以後就結束了！再也沒有多餘的開銷了

5.日本

I think death penalty is neccessary, it’s one way to ease of pain for victims’ families.
我覺得死刑是必要的！這樣被害家屬可能比較沒有那麼痛苦

Death penalty should be able to lower the crime rate.
死刑應該有嚇阻犯罪者的功用

6.台灣

當然死刑這個問題，是非常見仁見智的，但是我覺得如果你的目標
Obviously different people, different views, so I think the point is...

是要降低犯罪率的話，你就可以看一些國家，有死刑跟沒死刑的
If it’s about lowering the crime rate. Then you can compare those countries who have death penalty to the ones that don’t.

他們的犯罪率到底有提高還是減少
I think it’s better to have death penalty.

7.荷蘭

我覺得有死刑還比較好
I think it’s better to have death penalty.

當然有的犯人覺得他很想接受死刑，像上次的捷運犯，他也說他殺人是為了要死刑，他不敢自殺
Of course there are people who are looking for death penalty, like the guy who committed Taipei MRT massacre since he’s afraid to kill himself.

可是我還是覺得大部份的犯人都認為死刑很可怕
But I still think most criminals will be afraid of death penalty.

唯有死刑才能讓他們不敢做壞事，所以我覺得這樣比較好
Perhaps death penalty could be the only way to stop them from committing horrific crime, so I think it’s neccessary.
